DOVER - The Delaware Department of Correction announces that Thomas L. Carroll has been named to serve as Warden of the Delaware Correctional Center near Smyrna. Carroll, 45, replaces Robert E. Snyder, who is retiring October 1, 2001 after a distinguished 35-year career.
“This is a very important assignment,” said Commissioner Stan Taylor. “The Delaware Correctional Center is our largest facility - housing the most difficult criminals in the State. Tom Carroll has the commitment to security, the leadership skills and the experience to lead this institution.”
Carroll is a 21-year veteran of the Department of Correction. He began his career in April 1980 as a Correctional Counselor. Carroll received promotions to Inmate Classification Officer and Training Administrator before being named Warden of the Morris Correctional Institution in June 1992
. Interestingly, Carroll replaced Robert Snyder as warden at Morris after Snyder’s promotion to warden of DCC. In June 1996, Carroll became Warden of the John L. Webb Correctional Facility in Wilmington. Carroll has also served as Acting Chief of the Bureau of Prisons on many occasions since 1996.“I am wholly confidant in Tom’s ability to lead DCC,” said Commissioner Taylor. “He has demonstrated his ability to generate consensus and motivate staff.”
The Delaware Correctional Center can house 2,500 inmates and recently underwent a $110 million expansion.
Carroll graduated with a Bachelor of Science degree in Criminal Justice from the University of Delaware in 1977. In 1984, Carroll received a Master of Arts in Sociology from the University of Delaware.
He lives in Bear with his wife Ginger and their three sons.
