Reason-            Round the amount off to the nearest dollar for easier book keeping

 

(Pg. 2 of 14)            Section 7.         Fair Share Fee

 

(D)              Change to read: An employee who pays a fair share amount only                           shall not be entitled to serve on committee’s, hold any official position, attend meetings, receive any special benefits or services offered to full share members and shall not be allowed to vote on any matters concerning C.O.A.D.

 

Reason-            Clearly defines what a fair share member is not entitled too.

Reason-            New law you must at least be a fair share- also no way to collect.

 

(Pg. 3 of 14)            Article V- Meetings

 

                        Section 1.         Regular meetings

 

Change first sentence to read: The regular monthly membership meeting shall be held at 10:00 a.m. and 6:30 p.m. on a date set by the executive board.

 

Reason-            Adds flexibility to change meetings as needed.

 

                        Article VI- Executive Board

(D)  Add: and/ or the Senior Vice President to language after the word President.

(E)   Add to the end of sentence with the approval of the Executive Board and/ or the membership.

month.

Add sentence: The salary of the Senior Vice President shall be $400.00 dollars per month.

Add (E) to read: The salary of each Institutional Vice President shall be $300.00 dollars per month.

(F)   Delete last sentence: All audits will be posted by the treasurer in the C.O.A.D. newsletter and the C.O.A.D. website (website if applicable).

 

Reason-           To protect the privacy of C.O.A.D. financial affairs and members can receive a copy under (H) of this section.

 

(H)            Change first sentence to read: The treasurer will give a complete and accurate copy of any financial information and or audit at each monthly meeting or to any member who requests it in writing and who is in good standing with C.O.A.D.

 

                        Add (I) to read: The salary of the treasurer will be $300.00 dollars per month.

                        Add (C) to read: The salary of the secretary shall be $300.00 dollars per month.

                        Change first sentence to read: A vacancy on the Executive Board shall be filled by appointment of The Executive Board.  Each appointment shall be from that institution if the vacancy is a Vice President and Statewide if the vacancy is the President, Treasurer or Secretary.

 

Reason-           Allows the President, Secretary and Treasurer nominations to be statewide the same as they are elected.

                        Section 1-        Terms of Office

 

(A)              Change date July of 2002 to February 2003.

 

Reason-            This is when the first official elections were held for C.O.A.D.

 

(B)              Delete (in the month of August) and add: after the elections.

                        Change August to February

 

                        Section 4-            Electronic Voting Machine

 

All officials in the general elections shall be elected by secret vote, and the vote shall be conducted so as to afford all members a reasonable opportunity to vote and shall be done by electronic voting machines when applicable and available. The type of voting process for any election after the general election shall be decided by the Executive Board and/ or the membership.

 

Reason-           Would reduce the cost of using electronic voting machines for every vacancy that may occur.  Cost could range from $400.00 dollars to $2,00.00 dollars each time a vacancy needs to be filled.

 

(Pg. 8 of 14)            Article X-        Board of Trustees

 

                        Section 2-         Policy and Oversight Rule

 

Change to read: Board of Trustees shall oversee the actions of the Executive Board, but may not assume any of the executive authority of the Executive Board, but may accept such authority as is delegated to it by the Executive Board.

 

Reason-           Setting of the C.O.A.D. policies is the role of the Executive Board not the Board of Trustee’s.

 

(Pg. 11of 14)    Article XV- Shop Stewards

 

                        Section 2-        Duties; Incentive

 

(F)            Delete sentence

 

Section 4-            Mileage

 

Change heading from mileage to salary and replace existing paragraph with the following:

The salary of a shop steward shall be $50.00 dollars per month. A shop steward must attend the monthly meeting to receive a salary for that month.

 

(Pg. 13 of 14)            Article XIX – Miscellaneous Provisions

 

Section 4-            Commencement of Salaries and Stewards Incentive

 

Add (A) change to read: The salaries of the Executive Board and Shop Stewards shall not commence until the first successful negotiation of a C.O.A.D. contract with the State.

 

 

Note-               All salaries listed shall not start until Jan. 01, 2004 as we have an Interim Contract Agreement.  

 

                        Add (B) to read: There shall be no reimbursement for mileage for any elected or appointed C.O.A.D. official.

 

Reason-           Eliminates the ability by officials to falsify mileage reports and eliminate the verification process of each mileage request by the treasurer.
