“I am very pleased with the selection of Perry Phelps to the position of Deputy Warden of Gander Hill,” said Paul Howard, Bureau Chief of Prisons. “Perry brings a wealth of experience and knowledge to the position. I am confidant in his abilities to enhance the safety and security of the facility which in turn makes Delaware a safer place for its citizens.”
As Deputy Warden, Phelps is responsible for the daily operations of the facility. This includes oversight of the safety and security functions of the institution as well as other areas such as treatment and administrative support. Phelps will also identify and resolve personnel, program or operational problems. In addition, Phelps will supervise the preparation, development and maintenance of official records and reports in support of institutional/departmental policies and procedures. The Deputy Warden serves as the primary advisor to the Warden and functions as Warden in his/her absence.
“I am very pleased to serve as Deputy Warden of the Multi Purpose Criminal Justice Facility,” said Phelps. “Our job is to both incarcerate those who have committed crimes and prepare many for release back to their communities. I look forward to continuing the work we’re doing to treat offenders who need programs and services while at the same time running a safe and secure correctional facility.”
Phelps joined the Department of Correction in 1988 as a Correctional Officer. In February 1993, Phelps was promoted to Sergeant. Just 8 months later, he earned promotion to Lieutenant. In March 1997, Phelps was promoted to Major where he has served as Gander Hill’s Security Superintendent until this recent promotion. In his 15-year career, Phelps has received multiple awards and commendations for accomplishments on the job. Phelps is also a veteran of the United State Air Force, serving from 1982-1986.
In addition to Phelps’ professional accomplishments, he is active in many groups and organizations including the National Organization of Black Law Enforcement Executives, the American Correctional Association and the American Jails Association. Further, Phelps is also involved in Special Olympics of Delaware, the Sunshine Foundation and the Community Outreach Project at Gander Hill prison.
Phelps earned an Associates Degree in Criminal Justice from Delaware Technical & Community College in May 1994. He is currently pursuing his Bachelor’s degree in the same field at Wilmington College.
Phelps resides in Dover with his wife and three children.
